「refer to」は「参照する」「言及する」という意味です。

例えば、新しいアイデアなど説明する際に、過去の情報や参考文献を参照したり、会話の中で前に述べたことを指摘すたりする場合などに用いることができます。

類似の表現に「mention」や「cite」があります。

「mention」は、単に触れるという意味で、詳しく説明するわけではありません。また、「cite」は論文などの特性の情報源から引用する場合に使います。
