fill in は「埋める」「補完する」という意味で、空欄や不足部分を埋める、補完するという意味合いで使われます。

例えば、アンケートやフォームで必要な情報を記入する場合や、報告書や書類の作成、学術論文や実験データの補完などで用いられます。また、ビジネスの場面では、担当者が決まっていないときに誰かがそれを埋め合わせるという意味で fill in を使うことがあります。

類似の表現としては substitute for という表現があり、「代わりを務める」という意味を持ちますが、少しフォーマルな印象があります。
